Contract notice: Offer of health services in the form of examinations, investigations and treatment within 14 specialties
The regional council in the Zealand region decided to offer a framework agreement for the provision of health services within 14 specialties in order to ensure sufficient capacity for the provision of health services within the specialties. the 14 specialties are: - orthopedic surgery, - back treatment - surgical and medical procedures, - surgery, - ear-nose-throat, - endocrinology, - gastroenterology and hepatology, - neurology and neurophysiology, - cardiology, - urology, - rheumatology, - plastic surgery , - pulmonary medicine, asthma and allergy, - radiology, - gynaecology. The framework agreement must contribute to the region meeting the obligation to investigate patients referred for hospital treatment within a period of 30 days and a subsequent treatment within 30 days, cf. executive order on the right to hospital treatment, and related obligations that may be adopted politically after or up to the conclusion of the framework agreement, including changed deadlines for treatment and investigation. The tender is carried out in accordance with section iii of the Tender Act.As the Zealand region has capacity challenges in certain areas, the regional council has decided to offer the current framework agreement comprising 14 specialisations, cf. ii.1.4). the framework agreements include services that are also covered by Danish regional agreements (contract on the extended free choice of hospital, contract on the right to rapid investigation and specialty agreements, cf. https://www.sundhed.dk/sundhedsfaglig/min-side/klinikadministration/aftaleside- for private hospitals/) and closely related services. the provisions in the Danish regions agreements apply in addition to the framework agreement. the region intends to enter into an agreement with two suppliers, one of which will be the primary supplier and the other the secondary supplier. the supplier who, on the basis of having given the most economically advantageous offer, becomes the primary supplier, will be expected to be awarded a significantly higher number of supply contracts under the framework agreement than the secondary supplier. the framework agreement does not entail a specific obligation for the region to purchase specific quantities of services from any of the suppliers, but gives the region the right from time to time, when a specific need arises, to purchase services under the framework agreement. the region is also entitled, based on a concrete assessment, to refer patients to other suppliers and thus purchase services under the framework agreement.
